I have to say I really enjoyed this game. I couldn't fit everything into the review that I wanted, it's just so well put together... I can't believe I almost missed it through the hype of the Great Sequels of 2004.
It does look fun from your description, and the screens are entertaining. I might pick it up as soon as I have some c.a.s.h.

Try ebay. I scored my copy for $10 including shipping. More than worth it at that price. I think I saw it on clearance at Target too. The mission-based play isn't the most inspiring, but the game just looks and feels so cool...
I liked this review a lot. I must admit that my impression of the game was mainly "an offbeat-looking GTA clone", but from the sound of the review there's more variety in the game that I was expecting.
And the game is indeed pretty much dirt cheap by now. Saw it for $15 CAD (so it should be $10 USD) at EB recently, and even a couple of months before, it wasn't much higher. I haven't seen any sales figures, but I figure this one wasn't so popular.

If anyone's still interested in picking this up, EBGames seems to really want to get rid of it now. Found one for $5 there a couple of weeks back. I'll report back with impressions once I get through the 5342 other PC games ahead of it in my queue.
For $5 it's really not a game to pass up. It would be really nice to see other titles with this sort of aesthetic.
